put a Simcard of other provider, open Compal Tool, Select the option Firmware Check and click in Connect, wait it will read block 0x29, and later click in Disconnect, the phone power on.
Now it will ask for subsidy code, wait some seconds for the signal, later power off the phone, unselect check firmware and click in Connect, yo will see the message about block 0x29 and 0x28, and click in Unlock. You must press the power button soft (without power on the phone!!) two times for each blue mark of transference indicator, 8 times in total and ready, the phone is unlock

Is this permanent or just temporary unlock?

Permananet, but work not for all c261. some phones can be unlocked and some phones cant.
