nokia 1650 keypaid IC problem or ?

hello every body I have a nokia 1650 with keypaid problem.

it'a 123456789 numbers working good but when I press:-
*, it's shows 14
0, it's shows 258
#, it's shows 36
and outer circle of *0# is ground

bro, read carefully first, I already changed the ic many time. its not ic problem.
the outer circle of *0# is ground without ic
