6280 phone restricted

DEAR mates........

i got nokia 6280 phone in "PHONE RESTRICTED" condition..

with out sim card my unit is working fine in off line mode..

i searched for this problem in forum but i cant rectify the set using those solution..

i flash the unit with latest version using JAF & UFS WITH HWK

still my unit is in same condition..

i hope my "FORUM LIONS" will help me
