nokia 2730 country lock (phone restricted?) solution

nokia 2730 show the error phone restrickted .... bus check show a country lock a set... im use a UFS/ATF/MXKEY. but sl3 not acctivate and burtforce system no avalibale in my shope.........any one told me any other soltion..........
