Verizon Bold 9930 not scrolling down

i have a Verizon Bold 9930 phone work perfect except for one issue. phone does not scroll down to bottom using trackpad or touchscreen. you know that there are icon at the bottom but they don't appear on screen but you can select them

i have tried upgrading to os 7.1 and even downgrade use all kinds of official and leaked software with no success

does anyone know how to resolve this issue?
