BlackBerry Connectivity app on Android 10 device may not reconnect after certificate

On an Android 10 device, if BlackBerry Connectivity notifications are turned off or Do Not Disturb mode is on when either the BES Identity or Cirrus SCEP certificates are updated, Connectivity will be lost and not recovered.
