UEM REST API call HTTP 500 fails when creating a new user and access key

After receiving HTTP 201 response to creating a user request, wait up to 10 seconds before sending the request to generate a BlackBerry Dynamics access key (access password). If the call to create a BlackBerry Dynamics access key is sent to UEM server before the user is added to BlackBerry Dynamics NOC, the UEM server logs an HTTP 500 because access key generation requires a user to exist in the BlackBerry Dynamics NOC.
