I have same experienced too, I replaced the Ringer IC and it is done
Sir You given right Solution,
But the same Problem found with my coustmer i tryed
1) PCB Clean,
2) Tracks to Ringer,(OK),
3) ringer (OK),
4) Ringer IC (OK) checked with jumper to ringer without mounting on Base chasee it was working but not on Base Chasee then i got it that there was problem with base connector
so also Check base Connector
And the Problem was...........................Removed............. ...
