on Settings>General>Info Modem Firmware must be at last 2.28.00

baseband 2.30.03 not yet

you can confirm it on http://blog.iphone-dev.org/search/2.2.1

you can update old one to 2.2.1 without update baseband to 2.30.03 but you can´t downgrade baseband to 2.28.00

you can on 2G for last baseband 04.05.04_G
