Nokia 7610 Insert Sim Problem

Hi Guys,

I have nokia 7610 Insert Sim Problem. I make the Jumper for SIM IC. There is proper resistance on PIN of SIM Connector But Problem is same. Please Help for Further action. May be software problem or Not?
