sir this nokia 5130c it was water damage i clean it and give hot air and now is gone short sir i rehot and even i take it out these two big power ics ics and after clean i put it back sir here is the pics for phone and power supply voltages sir plz help me to fix this problem

sir this phone nokia 5130c it was showing insert sim and then i put jumper but still is not right then i take it out these two big power ics and after clean i put it back sir now is showing voltage on power suply but is not coming on plz sir help me to fix this problem here is pcb pic and power suplly voltages pic sir plz help me
