Seems that you did all software steps to solve this kind of problem, means this phone has a hardware failure, first try to rehot the flash chip, normally you need to replace but why not try to rehot first, i mean the Fl0, dont forget to backup your imei on JAF just in case if you need to replace the Fl0

    brother,
    use step by step solution
1)connect phone then back up 208 imei zone with jaf
2)erase flash memory.use full ersae file with ufs
3)erase user area.use use user area erase file with ufs
4)write flash lastest vertion with good pm with jaf
    5)remove simlock(unlock)
6)disconnect phone then use mannul formating(*+3+calling button+power button)

    FORMATING FAILED?
100%hardware problem rehot or reball F10,F11 flash(both is including 1ic)
    ic location picture here
then same problem show rehot or reball UEM
    post result
