what type of phone is it? try to check if uem data is still ok. If it is try to rebuild with griffin or UB if you have one. Otherwise you have to replace UEM which is very tricky on WD2 phone because these are sealed parts.

The contact retailer problem if it is software just try pressing *,#,3 and power keys at the same time. Phone OFF
