driver problem with best tool

sir my 2 problem with best tool.when I connect the dongle its cant show on pc when I remove the smart card driver on device mngr,then ok.when I trn off pc,then I can
do this job.sir this is driver problem.(2)when I dowload the rm-961 flash file its cant show mcu file.plz tell me.

Install New Driver if Available
Check on Other System
Format System > Install OS and Check

if Same Change CMOS Battery [System Mainboard] and Check :

Check with Other Tool
