If the phone is geniune then u should try this
*+3+Send key+Power on button Till the NOKIA HANDS Disappear
If hands does not disappear then press all buttons for 5 seconds remember all buttons equaly......if this does't work then plz open ur phone with proper screw drver and heat it's board twith hot air machine and make a UI setting with UFS or any other flashing device this issue ll resolve
if ypu have chinies mobile then heat it and perform factory default

if all process failed then you should consult your near hardware vender
