BB Network : blocked

Good day, my first time here..i have a bb9650 and i go to the mep screen to enter the unlock code i get the following
and i cant get up the section to enter the codeIMG00070-20120427-2237.jpg is saying Network Blocked....can anyone help me at to the solution to fix this please.. Thank you

please follow the instructions below to enter the code !

1. Insert any sim card
2. Turn off all of the wireless connections
3. Go to Options
4. Select Advanced Options
5. Select SIM Card
6. Type "mepd" ( you will not be able to see what you are typing )
7. Type "mep2" or "mep4" ( you will not be able to see what you are typing )
8. Now the phone will prompt you to enter the MEP CODE !
9. Enter the MEP CODE and hit the trackball ( you should see "Code accepted" )
10. Restart your BlackBerry .

That's all (UNLOCKED) !

yea i buy it from someone, guess i got a 6 for a 9..probably ripped off
